You can get some information from radar. Tornadoes often produce an echo with certain recognizable characteristics. Mostly, however, it's eyes on the ground that do the job. Radar is essential to detecting tornadoes. The primary type of radar used is called radial velocity. The radar measures the direction of the wind within about 200-300 miles of the radar site, i.e., whether the wind is moving away from or towards the radar site, as well as its velocity. Since tornadoes are essentially violently rotating columns of air, meteorologists look for areas where air is moving away from the radar which are located right next to winds moving toward the radar. This is the basis of the technique, but of course it gets more complicated. More recently, some radar has been upgraded with a capability called dual polarization. This allows the radar to differntiate between rain, hail, and debris from a tornado. If this debris is detected, it likely means that a tornado is causing or has recently caused significant damage.

Additionally, scientists rely on trained spotters, storm chasers, and even law enforcement as "eyes" on the ground. This typically takes the form of a spotter network equipped with amateur radio. Spotters can be mobile or fixed. This is very important, because radar is rarely able to provide enough evidence to confirm a tornado on the ground.
