A few things to check first.
1) Check to make sure other USB devices work.
2) Check to see if the malfunctioning device works on another computer.
3) Disconnect all hubs from the computer and try a direct connection.
4) Check the cable and make sure it's ok with another device, try a different A/B cable if at all possible. Some devices have cables built in, most will let you use your own.
Try all those steps first before, this will narrow down WHERE the problem lays.
