Just be a proper gentleman, and treat her like a princess.

don't be too obsessed otherwise she might think you're a stalker but don't be too laid back otherwise she might get the wrong message and think that you are not interested.

You can't make a girl fall in love with you, it just happens naturally, you need to get her as a friend first, so send her a facebook invite or msn, and just play it cool for example "Hiyaa" and "How're you?" to begin with nothing too ott, but just try and get to know her as a friend and if you see her around alot, try smiling at her, or saying hi. then when she's your friend, ask if you want to see a movie (as mates of course) so she doesn't think it's a date, and offer to pay for her, and maybe she'd get the hint, and if she likes you, it should all fall into place :) Hope this helped :) x
