Spraying it on the cable probably won't help. Take off the rear wheels and something like spray WD40 on the handbrake cable linkages. You could also give the drum a few smacks with a hammer - the vibration can free up a stuck linkage/cable. Might be a good idea to place a small block of wood against the drum and hit that with the hammer to avoid denting things.

could be this or that ,but get a can of wd & spray the emergency brake cable. it runs along the frame or front drive it runs along bottom of car then wish bones to rear wheels. If that will not work spray WD inside rear brake drum. there should be a rubber stop pluged into rear drum. pull out rubber stop & spray line. If that will not help you ,you will have to pull rear brake drums off to get to cable.

Make sure the emergency brake is released and spray WD40 around the front and back of the rotor. Remove any retaining clips on the lugs. There are ususally two. Then start beating the rotor with a hammer. Eventually it will free up and you can force it off. Sometimes the emergency brake shoes will come off with the rotor if they are rusted through. If this happens it just multipied your job by 10 because if the E pads come off their brackets you have to replace the entire emergency brake shoe and that's a nightmare. Have fun.

The park brake cable will go from the pedal, through the fire wall down under the vehicle to the back. Near the back somewhere it will slit and go to both rear tires. If it is stuck trying using penetrating oil on the spring looking thing the connects the cable near the middle of the van and also at any exposed areas near the rear tires. Also around the pedal would hurt, but use a silicone spray or something that doesnt smell as bad in the car. If that does work then smacking the rear of the drums with a dead blow hammer sometimes works. If this doesnt work then it might be your calipers that have seized not the em cable. Your throttle cable is probably dirty and stuck up, or the cylinder in the carburetor, which holds the carb needle, is stuck in the open throttle position (UP)- this could be due to a long overdue cleaning and maintenance routine. It is also ONE OF THE MOST DANGEROUS THINGS TO HAPPEN TO A MOTORCYCLE RUNNING AT FULL SPEED: a STUCK THROTTLE. The best remedy for this situation is to check both cable and carb. You will have to unscrew the top of the carb where the throttle cable enters the carburetor barrel. Pull the cable out and check if the spring still works. If the spring is still original (1976) it WILL most probably be broken and won't return the cylinder DOWN to the closed throttle position. Replace the spring. If it is still whole, shiny, and good- spray it with Carb Cleaner. Actuate your throttle by twisting the grip- check the return action on the spring. If it goes back, your cable is good. If not, put the small red hose that comes with your Carb Cleaner spray into the spray nozzle and spray a little INTO the cable's housing to clean the cable. Twist the throttle grip while the cleaner is still wet to get the cleaner into the cable. If this loosens the cable, then your problem is found. Spray a bit more cleaner into the cable, (best done if you REMOVE THE WHOLE CABLE AND SPRAY INTO IT FROM BOTH ENDS AND PULL THE CABLE IN AND OUT). Then spray WHITE SILICON LUBRICANT into the cable from both ends. Assemble your carb and cable. Start your engine as you normally would. If all else fails, replace the throttle cable.
