If the wheel is bolted on you will need a wrench to start with. Then you need a set of tire irons/tire levers.(three is good) Then a small piece of sandpaper or something to roughen up the surface for the patch.

If your tire has a "folding" bead, then you might be able to do w/o the tire levers. Those tires usually fit more loosely and can often be pride off using only your hands.

Oh, you need a pump too.

If the bike has a coaster brake, then you'll probably need a screwdriver of sorts to loosen the reaction arm from the chainstay.

I strongly advise AGAINST trying to lever the tire off the rim with screwdrivers. They're far too sharp and are likely to damage both rim and tire. If you must improvise something, then the back end of a spoon handle is quite OK.

It's usually easier to get the tire over the lip of the rim if you make sure that the rest of the bead is centered in the rim.

What do you need to build your own mini dirt bike?

There's usually little advantage to building a bike from scratch, as bike parts are much more expensive bought separately than as a whole package. If you want a mini dirt bike, go buy one. But if you insist, you need all the parts that you'd otherwise find on a bike. An engine, some sort of gearbox and a clutch. sprockets, chain. wheels, rotors, brakes. fuel tank, a fork, a headset THen you need a stack of tubing, tools to miter them, and the tools and skills to make a frame to stick the engine in.

any harley dealership or reputable bike shops that carry harley parts. you will need the bushings and bolts and fluid also. It doesnt pay to just replace the seals. While you are there change it all. It is inexpensive. you also need the correct tools to seat the seals without damaging them. If you do not have the tools or the knowlege it is best to bring the bike to someone that knows what they are doing.
