If you don't want to bother getting your electric drill out just to make a starter hole for a screwfew/a screws you could use one of two small hand tools.
A. a bradawl which is a small tool.like a small screwdriver but with a pointed end
B a gimlet/twist gimlet which is a T-shaped tool that you twist into wood to make a hole (it resembles a small corkscrew)

The rule I was taught was 2 sizes up if it is a pilot hole. I think that would amount to 7/16ths. But this also can depend on the material you are driving into. If it is more delicate and prone to splitting (in the case of wood) you might want to only go up 1 size then.
