Sounds like a late hatch. Most chicks hatch at or around 21 days but there are reasons they may hatch at 23 days.

It takes 23 days for a chicken egg to hatch, provided it is kept warm & turned every day. ~ Umm... actually, it takes 21 days to hatch an egg, but it has to be turned for the first 18 days, twice a day (one turn in the morning, and one at night). Some chickens have hatched at 21-24 days, though 21 days is the main time.
