Miracles were not required for declaring a person a saint in the early years of Christianity. The person would have been declared a saint by popular acclamation to a bishop based on the lives and merits of the candidate. This was especially true if the person died the death of a martyr as it was felt that making this ultimate sacrifice for Our Lord would be an automatic designation of that person as a saint. Even today, miracles are not always a requirement for canonization, especially in the case of martyrs

We do not know that much about Sebastian except that he was a well educated and respected officer in the Roman army and a favorite of the emperor. He was a Christian and refuse to take part in the persecution and murder of Christians. For this he suffered martyrdom twice. The first time he was shot with a number of arrows and left for dead. He survived and returned to preach the Gospel. The emperor then had him beaten to death.

He refused an order to persecute Christians and was given an opportunity by the emperor to renounce his Christian faith and follow orders. he refused and was executed by being shot with numerous arrows and left for dead. A close friend nursed him back to health and he returned to preach openly on the streets of Rome. The emperor had him arrested again and executed.

Sebastian is not remembered for performing miracles. He is noted for his heroism in doing what was right despite the consequences. Saints do not "do" miracles. However, God may choose to work a miracle through them or through their intercession.
