The Pinckney treaty of 1795 established the 31st parallel as the Southern border of the United States with the Spanish Empire (Mexico). It also gave the United States navigation rights to the Mississippi River. The agreement allowed western settlers the "right to deposit" their exports in New Orleans and to engage in commercial transactions within that city.
