The residents of the Southern states that seceded from the United States in 1861 (originally 7 of them) and set up the Confederate States of America. The Northern states who did not secede considered the Southern states a "rebelling" and so called them rebels. The Southerners did not see themselves a rebels, but as soldiers of a sovereign nation.

In a generic civil war in a country, a rebel might be someone who fights against government forces or the ruling party of said country. They are deemed rebels because they are rebelling against some sort of institution or group.

In terms of the American Civil War, the rebels was an interchangeable name for the Confederate soldiers of the Confederate States of America (CSA). These people were from the South-Southeast continental United States, and fought against the Northern states called the Union. The rebel's goal was to become an independent nation away from the Union. The war ended with the Confederate surrender, and the rebelling states were readmitted into the Union, with penalties.

The Confederate states had been the rebelling states because they wanted to be a country of their own and keep slaves unlike the Yankee states.
