The traffic light as we know it today was invented by Garrett Augustus Morgan, the son of former slaves. Before that there was a gas lantern signal light in England, but that was before automobiles. There was a railroad light version later, but it wasn't like our modern version. If you didn't mean "traffic light" then i don't know.

If the traffic lights are not working, the intersection is treated like a 4-way stop. That is, as if everyone has a stop sign.

At most intersections, you will see little cameras at the top of the light. They look like little tubes. These are not red light traffic cameras. They are sensors used by the traffic light to control whether its a green light or red light. Actual red light cameras are usually bigger and are placed on the curb on its own pole. They usually have a flashlight to take pictures. They flash at night when taking pictures.
When you come up to a red light, you have to stop and wait for the light to turn green. If there are multiple lanes, like one that goes straight and one for left turns, you should check for traffic behind you and get in the lane you need to be in if it can be done safely before you come to the light and stop.
