there was no department of labor at the time, so there wee no official federal standards for civil work. given the flood of imigranrtsd and sweatshops, there was asupply and demand for cheap labor and little govt. oversight. i do not believe the federal governemt got involved inthis angle until, fo obvous reasons the Depression ofthe thrities . at the time Commerce and labor wee under one head. the depression also spurred Chilkd-labor law reforms.-0again largely by the FDR administraiton.

Minimum wage laws did not appear until the 1910's. There was no minimum wage in 1890.
