Germany did not become the EU. Germany is one of 28 countries that is a member of the EU. The EU as we now know it came into existence on the 1st of November 1993, when it had 15 members.
There are many, many buildings that the EU, formerly the EEC, use to do their business. You may be referring to the Berlaymont building in Brussels, but there are many others.
The EU is a complex system. One of its goals is to ensure that the EU lasts, because the EU is a way to preserve stability in Europe. All of its nations value that goal. The EU as such was formed 15 years ago. All these countries were individual states formerly, and still have a lot of autonomy inside the EU, because this is what makes the EU so stable. The nations of Europe like to have national states, and they like their differences to be noted. If these legal systems merge during time, than be it so. A sudden change would not be helpful to any member or the EU as a system, since it would cause friction.
One of the complex issues facing the EU is growth. Running such a huge alliance could be difficult. Many of the proposed members were once Communists nations. In general, they are less prosperous and have little experience in democracy. Such differences may create tensions that the EU will have to resolve. Hope that helped.

This process of admitting new members is what is meant by the term "enlargement". It is controversial for a number of reasons. Different countries have internal debates over whether they should be members of the EU. And EU member states worry that the Union might be getting too big and clunky to operate effectively.
I do not know whether Roman law is important to the EU problem. Roman law has provided the foundation for the civil law of many modern European countries. I do not know what role Roman law plays in the legislation of the EU.
