It's not a US Mint product. It's a novelty item made by a private company that took ordinary cents and punched an extra image onto them.
These items are available with everything from state outlines to peoples' initials, company logos, pictures of JFK, and so on. They're often made as giveaways but some companies sell them as "instant collectibles". Regardless, they're considered to be altered coins with no added value to coin collectors but they make interesting conversation pieces.
