The question is most likely referring to a parenthetical clarification within Section 2, Article I of the Constitution of the United States of America. The parenthetical statements reads:

Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excludint Indians not taxed, three fifths of all other Persons.

This section of the Constitution does not say that every five enslaved persons would equal three free persons. What it is saying is that both direct taxes and electing Representatives to Congress should be apportioned among the several states and this apportionment will count free people including taxed Indians and indentured servants as a whole human being and "all other persons" shall be counted as three fifths of a human being. It was, of course understood that "all other persons" meant slaves. This act of fanciful mathematics was the product of what is now known as the three fifths compromise which involved the creation of a constitutional legislative body that would please both the Northern States and the Southern States. The Southern states were not as heavily populated as the Northern states and one Representative per every 30,000 people in a state meant that the Northern states could fill the House of Representatives with more lawmakers than the Southern States could without this silly compromise. A slave owner could use his slaves in a census of enumeration to increase the population of the state as a whole. For every ten slaves owned by a slave owner the population increased by six persons.

Thankfully the Thirteenth Amendment with its prohibition of slavery rendered the whole three fifths nonsense moot. This compromise serves as an excellent example of all that is wrong with compromise. The Constitution of the United States is a document that stands by the understanding that all people are created equal under the law and the three fifths compromise only served to undermine that basic principle.

The Three-fifths Compromise was proposed by delegates James Wilson and Roger Sherman during the 1787 United States Constitutional Convention.. It was added as Article 1, Section 2, Paragraph 3 to the United States Constitution . It was superceded and thereby rescinded by the 14th Amendment in 1868.
