If your question specified whose list of plays we were talking about, we would be able to say that on such-and-such a list, this is the eleventh play.
There is a great deal of confusion and argument over the order the plays were written as they were not dated by Shakespeare. Dates that many of them were performed have been worked out by many scholars as there are various references in diaries of businessmen etc who went to the performances.
It is generally accepted that the Henry VI 'trilogy' were the first to be written but evidence would suggest that they were produced in the order Part 2, Part 3, Part 1, with Part 3 following almost a year after the other two.
