US civilain experiences were similar to US service personnel's experience. They ate the same food, drank the same water, used the same available forms of transportation, had to live in the same weather conditions, etc. The only difference was; they volunteered, they could quit, they could wear civilian clothing with matching civilian hair styles of the times (beards and pony tails, if they wished), and they made more money.
The vietnamese people had to experience the conditions of war from 1942 to 1975. Those conditions meant: lack of proper food, lack of safe transportation. lack of decent roads and bridges, lack of proper housing, lack of proper medical care, lack of proper schools and education, lack of churches for religious purposes, lack of safe water for proper hygiene and drinking.
War was not new to Vietnamese nationals (citizens). They had been living with war since 1940. They knew when to vacate a place, knew when to be inside their homes at night, and generally knew when a fight was coming. They survived, went on with their farming (plowing), went on with their harvesting, went on with their work.
Hoping that their crops were run over by tanks or cratered by aerial bombs, and hoping that their house wasn't destroyed, or their families killed; by getting into a crossfire (today's 21st century term would be collateral damage).

Further the isolation that Vietnam received from its previous Communist benefactors after the war combined with the isolation that US gave to Communist Vietnam to promote economic problems. However, Vietnam and the United States were able to have a rapprochement in the 1990s and Vietnam is increasingly looking to the United States to help preserve its independence from China.
