The Manchester Mark 1 was the first computer that was made and worked.
I do not know EXACTLY when the very first computer was made, but the first fully electronic computer was made in 1942 Iowa State College.

The first computer was the ENIAC and it stood for Electronic Numerator Integrator Analyzer and Computer. It weighed 27 tons and filled up a whole room.

Another Englishman Alan Turing as "the father of modern Computer Science" for his work and various inventions in the 1930's -'40's. Turing machines are to this day the central object of study in theory of computation.

The ENIAC, was the first electronic, general purpose, digital computer, assuming we disregard mechanical/analog devices, such as the abacus, the Antikythera mechanism, and the mechanical computer that Charles Babbage built in the early 19th Century.The ENIAC was capable of being reprogrammed to solve a full range of computing problems, although earlier computers had been built with some of these properties.ENIAC was designed and built to calculate artillery firing tables for the U.S. Army's Ballistics Research Laboratory. The contract was signed on June 5, 1943 and Project PX was constructed by Penn's Moore School of Electrical Engineering from July,1943. It was unveiled on February 14, 1946 at the University of Pennsylvania, having cost almost $500,000. ENIAC was shut down on November 9, 1946 for a refurbishment and a memory upgrade, and was transferred to the Aberdeen Proving Ground, Maryland in 1947. There, on July 29 of that year, it was turned on and would be in continuous operation until 11:45 p.m. on October 2, 1955.

The question does not have a simple and straightforward answer.

Charles Babbage invented, but did not build, an 'Anylitical Engine' which was mechanical programmable computer in the 19th century. Subsequently it has been proved to be workable.

An abacus is a kind of computer which predates most of western history.

The decoding specialist at Bletchley Park created an electronic computer (Called variously a 'bomb' or 'bombs' which was also programable. perhaps mainly through the genius of Alan Turing.

Commercially, perhaps ENIAC is recognised as the first electronic computer.

The first known computer was built sometime between 200 BCE and 100 BCE by the Greeks. It is called the Antikythera mechanism from the location of the ship wreck associated with it's discovery. It was a mechanical (clockwork device) used to calculate the positions of stars, eclipses and phases of the moon. Evidence indicates that it was not a "one of" but not uncommon device at the time.
