Paleontologists have discovered 515-million-year-old fossils which show that ancient animals had excellent vision and could even see in the dark.
Dr. Greg Edgecombe, a paleontologist at the Natural History Museum, said the eyes most likely belonged to a predator that must have been able to see in very low light conditions.
"This find is significant because it indicates that sharp vision like we see today in flies and lobsters must have evolved very rapidly. This would have happened soon after the first predators appeared during the evolutionary burst called the Cambrian Explosion around 540 million years ago,"
These creatures must have been the first earthbound animals to discover the moon. They just didn't know what to make of it.

The question is not clear, it could be a early caveman.
The first living creature that we know of to visit the moon was a human, Niel Armstrong. If you wish to be speculative, you could suggest that there COULD have been some bacteria surviving somewhere in the spacecraft, which COULD have entered the vacuum of space before Mr. Armstrong did, but obviously there is no evidence to support that belief. So the first living creature to visit the moon to our knowledge would have to be Niel Armstrong.

If by 'discover' you mean "the first identify it, separate form the Sun and notice that it is regularly up there in the sky", that would be Adam. If you mean 'studied the moon's phases, and it's markings', Ancient Egyptians and Babylonians have left fossil records of both the Sun and the moon that they observed, lived by and worshipped.
The moon was discovered by the first primitive creature with eyesight good enough to look up at night and see it.
