Jefferson was chosen by the committee to write it and actually he didn't state he didn't want to write it. He was all ready involved in writing similar items for the congress. At 33 he was one of the youngest members when he took over the seat his cousin had left. Jefferson just didn't want to get up and speak. He was well known for his written work and that he was an avid reader.
