Simply put, the 14th Amd. to the Federal Constitution created a new political system. Dubiously passed in 1868, this amendment has 5 sections, each working together to establish a formula.

Section 1 creates "citizens of the United States" with two criteria: 1."all persons born or naturalized in the U S., and 2. "subject to the jurisdiction thereof". These newly created citizens are considered dual citizens of both Federal and state. The next sentence forbids the states from denying these new citizens their "privileges and immunities", and provides for "equal protection" of the Laws within "its" jurisdiction.

Section 2 begins with the "whole number of persons" being represented. "but when", in the next sentence, means something is about to change. This change is who has the right to vote in this new political system, and therefore, who has representation,( only citizens have representation in a government). (The second sentence in section 2 could be the most convoluted sentence ever constructed, and understanding it is key to understanding the effect of this amendment.)

It states "the right to vote"..."is denied"..."or abridged", "except for participation in rebellion". And "except for participation in rebellion"..."representation therein shall be reduced in proportion which the number of such (rebelling) male citizens shall bear to the whole number of male citizens", (original De Jure state citizens now rendered state Nationals due to absence of representation),"twenty one years of age in such State."

Section 3 keeps government officers out of the "rebellion" and on a "Legal standing". (by deffinition, government is insurgent, while citizenry is in rebellion.)

Section 4 keeps the new U.S. citizens from "questioning " the public debt.

Section 5 provides that congress shall enforce these provisions by statute.

To make a long story longer, The 14th Amd. creates a rebellion of the De jure state citizens to there De jure states, (the several states). The right to vote is reserved only for the rebelling citizens, and denied to the De jure state citizens.
