Use Was that not a school ( you could use wasn't that a school, but generally we avoid contractions in serious essays). If you feel you must use "used to," put the question at the end: That used to be a school, did it not?
The conclusion to an essay is generally used to sum up and re-state everything that was covered in the essay.
