From 1961 till 1989 (construction to fall), according to official figures at least 133 people were confirmed killed trying to cross the wall into West Berlin. However a prominent victims group claims more than 200 people were killed during that period. The Soviet government was known to have given explicit orders to shoot and kill attempted defectors, however as a response to this mortality rate the East Germany government has always denied having such a policy.

The commander of the troops who built the Wall was Erich Honecker, who became leader of East Germany.
