As president, the first problem was to end the Korean War. Prominent millionaires in Ike's cabinet and archconservatives seemed to have free rein over Ike's staff. Ike also failed to come out against the wild charges of Senator Joseph McCarthy. Atomic weapons were stockpiled during his administration and he promised "massive retaliation" against Soviet agression yet did nothing when the Red Army occupied Hungary in 1956. The Eisenhower Doctrine promised foreign aid to the Middle East. When Israel, France, and Britain invaded the Suez Canal, Ike led UN opinion against them and forced them to withdraw. He started the US backing of the French in Vietnam and then the puppet Diem regime that turned out to be unable to control South Vietnam and became corrupt. The communist revolution in Cuba, the Soviet shooting down the U-2 spy plane over Soviet air space, and the use of US troops in the Civil Rights clashes in Arkansas marred his second term.
