US Civil War commanders relied on a system of linear tactics to form and maneuver their battlefield forces. The origins of that system were developed in Europe during the 1600's. As time passed changes were made, however, its basics remained and were used by both sides in the US Civil War.

The true potential of the rifles available during the Civil War was not used because Generals on both sides insisted on using old tactics, without tacking the ability of their weapons into account.
The failure of US Civil War generals and commanding officers to effectively communicate with each other and with their troops was a major problem in the US Civil War and in fact with any army in any war. And, it was not specifically related to any special form of tactics. With that said, physical obstacles placed special problems for linear tactics in the US Civil War. The large sweep of compact linear lines and even long columns, plagued commanders on each side of the war.
There were several commanders or generals for the North during the Civil War. Some of the top commanders included Ulysses S. Grant, George McClellan, Robert Anderson, and George Custer.
In Frace I think
As most of the generals in the US Civil War all graduated from West Point, it is not surprising that each side in the war used similar tactics on the battlefield. Also, many commanders in the war had participated with each other in the Mexican War. Now tactics and strategies are totally different and that is where each side used different models in terms of overall strategy. With that said, here is an example of similar battle field tactics worked for each side. The generals used essentially the same method of control of forces available for the transfer of troops needed to be positioned for defending against the concentration of force that the enemy was presenting. Both high commands relied heavily on the local commanders for an estimate of their needs, not only for reinforcements to meet expected enemy attacks. In the same manner if a field commander saw the opportunity to form a concentration against the enemy, the high command would trust their commanders to correctly assess the situation. All of this, however, would be dependent on the particular strategy they were working to achieve.
