Were? No, more like What are veterans. Veterans are people who have served or are serving for our country. They risk their lives for us and our country. These people are very important to this country! They were more then that. The name "Veteran" has been cheapened of its real meaning. Take a moment to think about veterans. Our country would be in a horrible condition if it were not for these men/women.

Short answer: Yes, in American vernacular speech.

A veteran is also someone who has done a particular job for a while. Many times police retirees are referred to as "Veterans of the police force" in the media, prob. because it sounds better.

If someone is just referred to as "a veteran" and not in a jargon setting of a particular industry, it generally means a person who was not dis-honorably discharged from the military.

How did the American Legion get started and who and why was it started?

The "American Legion" was created by WWI veterans in about 1919. The "Veterans of Foreign Wars" (VFW) was created by Spanish-American Veterans of 1898, and is our oldest Veterans group.
