An Appeals Court does not conduct trials, meaning - establish facts, hear testimony from witnesses, or allow for jury or outside testimony.

An Appeals Court, made up of a panel of Judges, looks at the transcripts and records from the trial at the lower court and may hear brief oral argument by attorneys. They only review what happened, was presented as evidence and concluded at that lower trial.

Their purpose is to rule on a possible error in the lower courts' application of law, whether it conflicts with higher laws or some legal procedure was not done correctly.
