The "axial tilt" of the Earth is about 23.5 degrees; that's the angle between the plane of the earth's spin and the ecliptic (the plane of the Earth's orbit around the Sun). This "tilt" causes our seasons. If the tilt were greater, our seasons would be a little more extreme; at mid-to-high latitudes, summers would be a little warmer and winters would be a little colder.
However, the Earth's axial tilt could not be changed without destroying the Earth in the process.

Considering that the surface of the Earth at the equator is rotating at over a thousand miles per hour, without engaging inertial dampers, we would all be like squashed bugs.

Why would there be no polar regions if Earth's axis were not tilted?

Even if the earth was tilted, it would still rotate on its own axis. The axis would meet the earth at the poles and the regions surrounding those points would be polar regions. That would be true whatever the earth's tilt.
