Bleach is pretty much liquid chlorine so they are the same thing. I'd go with acid, muriatic or sulfuric. These things are very dangerous to handle including the things you mentioned. Proper attire and respirators should be worn to protect yourself.
Bleach can be rubbed or dabbed on material it matters how much bleach is used, if large stain use large amount if small stain use small amount. Bleach is not just used to clean materials it is also used to clean pools and other objects. It is made from chlorine and ozone. It is not made from plant life material.

You will have to test the water before you can work that out. if you don't have a test kit take a sample of your water to your pool supply's shop and they will test it free of charge and tel you exactly what is required.

A good way to remove a tree is taking bleach and a small amount of dish detergent/soap and mix it together and pour it on the roots of the plant/tree. The soap/detergent will remove the waxy coat of the plant and help it to absorb the bleach better. The bleach will kill the tree. Be sure to do this in the morning so heat and wind will not affect it.
