Neon is an element, which would make it a chemical.
Low coolant? Thermostat not opening? Water pump not circulating coolant? cooling fan not working? System air bound? Radiator plugged or restricted? Defective radiator cap?
The Radiator fan relay has probably failed. It is bolted to the lower side support next to the radiator.

The thermostat on a 1995 Plymouth Neon is right behind the Radiator Cap.
The PCM on a 2003 Neon is between the radiator and the transmission under the hood.
The tranny cooler inside the radiator went bad.
It is way to the passenger side of the radiator, near the ac comp.
