If your brother-in-law is your wife's brother, then his sister is either your wife or one of her sisters and thus your sister-in-law.

If your brother-in-law is your husband's brother, then his sister is your sister-in-law.

If your brother-in-law is the husband of your sister, then his sister is not related to you, but is your sister's sister-in-law.

If you're particularly close - And she's older than you - "Aunt" sounds fine

Answer

Your uncle's sister-in-law may be the wife of your uncle's brother. If your father is the brother in question, you would call her "Mom." Otherwise she might be your aunt.

Your uncle's sister-in-law might also be the sister of your uncle's wife. While his wife is your aunt, the wife's sister is not related to you.

Your sister's husband is your brother-in-law, so your brother-in-law's wife could be your sister.

The brother of your spouse is also your brother-in-law. In that case his wife is not related to you, but is sister-in-law to your spouse.

When your brother-in-law is your spouse's brother, his sister is also your spouse's sister and so is your sister-in-law (unless she is your wife).

Do aunt and uncles have to be blood related?

Your aunts and uncles are the sisters and brothers of your parents. So they are "blood related." But you also call the husband of your mother's sister your uncle, and he is not "blood related." So aunts and uncles are not always really related to you.
