Best Answer

The Kurds have never had their own government in Iraq separate from the Iraqi government since the independence of the Hashemite Kingdom of Iraq in 1923 (and subsequent Iraqi States). However, Kurds had autonomy under the Ottoman Empire in what would become northern Iraq (or Iraqi Kurdistan).

The Kurds have never had complete independence from the Iranians, Turks, Iraqis, or Syrians.
