First, they were given orally to the nation of Israel(cf. Exodus 19 and 20).

Then it was written on the tablets of stone, which were broken by Moses at the golden calf festival. (Exodus 32).

Thereafter, the commandments were written again on the second stone tablets (Exodus 34).
