it was the time the band started fooling with drugs, especially John Lennon. the band went to India and got many musical influences like their famous sitar, and started realizing theres more to music then just 4/4 and 3 chords. Also, when recording 'sgt pepper lonely hearts club band', they were in the same studio as pink Floyd recording 'piper at the gates of dawn' and they influenced each other.

They did not exactly "promote" drug use, they were just not exactly shy about the fact that they did drugs. If you're referring to Lucy in the Sky with Diamonds, that was NOT about LSD, it was about a drawing that John's son Julian did of his classmate Lucy

In their teen years, like most people. Paul McCartney quit late in the 1980s, John Lennon quit in the mid-1970s but went back to it, and George Harrison only quit in the 1990s, after he was diagnosed with throat cancer.
