The British controlled the southern half of Papua New Guinea from 1884 until the end of World War I. Because Australian troops occupied the region to defend it during World War, it was then handed to Australia, together with Germany's northern half, after World War I.

During WWI,Papua New Guinea was occupied by Australian troops to defend the British half. When the Treaty of Versailles was established after World War I, Australia administered German New Guinea (the northern half), and the British part of the island came to be considered an External Territory of the Commonwealth of Australia, though it was still "owned" by Britain. At this point, the southern half came under Australian rule. The two territories were regarded as separate territories, known as 'Papua' and 'New Guinea'.

After the New Guinea Campaign of World War II, the two territories came together as 'Papua New Guinea'. Australia still administered Papua New Guinea until the country was granted full independence on 16 September 1975.

It is a little complicated. Papua New Guinea was colonized by Germany in the north and Britain in the south in 1884. The Australians were given direct operation of the Crown Colony almost immediately after. During World War I, Australians fighting for the British, evicted the Germans and created two distinct "colony-like" territories in Papua New Guinea. The former German New Guinea was an Australian-held League of Nations Mandate and the Crown Colony of Papua remained in a colonial status. These regimes united when Papua New Guinea attained Independence in 1975.

The simplest answer would be: Germany and UK but later Australia alone.
