Kittens eyes normally change colour from about 3 weeks. kittens have blue eyes at birth, but around 3 weeks they take on adult tones of greens, Oranges and yellows.
The change is usually complete by 4 months.
White cats with blue eyes are often deaf.
It is very unusual for a cat to keep it's blue eyes unless it is of pedigree breeding, and unusual 'dilute' colours are more likely to have blue eyes.
