The result was "Vilnius conference" in 1917 September 18-23 which was allowed by Germans. And finally when independence was proclaimed Lithuania was part of Supreme Commander of All German Forces in the East(Ober Ost). So it means that during the declaration of independence was part of Germany. At this moment Russia was at begining phase on Civil war between Comunists and Royalists. So it means that Lithuania proclaimed independence but not from Russia. There is no saying what means word Russia in 1918 February.
