Children are not allowed to have their case files from foster care. They can never have the original files. Whether or not they can have copies and what information they may have when they become adults depends on local laws.
If I hear from another child that a particular child is being abused, and that information will remain confidential, I will report it. If my name will be revealed and I am slandering some parent based on second hand information, I will keep my big mouth shut. I will not report what the other child told me so HRS will investigate. I do not want a lawyer to sue me for everything I have. I choose to have the child suffer rather than have me go broke.
Foster care and adoption is not the same thing. Yes, you get to meet your adoptive parents before they adopt you. That is not always the case with foster care since if a child is abused for instance the foster families are ready to receive you in the middle of the night sometimes, when it's needed. Foster care is not meant to be permanent like adoption.
