When making a left hand turn at a traffic light you have merged out into the intersection but there is no clear time to make a safe left the light goes to red. Is it legal to make the turn?

The answer is yes. As long as you have ENTERED the intersection BEFORE the red light, and you CANNOT safely turn left due to traffic, then a left turn on red is completely legal. This is also because all cars are supposed to be cleared of an intersection upon any red light, to keep traffic flow at the optimum pace.
However, in some jurisdictions you are required to wait at the stop line in your lane thereby not entering the intersection until it is safe to turn. You should check the laws and practices in your jurisdiction to avoid receiving traffic violations. You should take extra precautions when traveling out of your usual area such as in another state. Some states are harsh on out-of-state drivers.
