If you are driving a motorized vehicle on the same road as the bus - you must stop until the red lights are extinguished and the bus proceeds. This applies whether you are going in the same direction as the bus or in the opposite direction.
Note: Some states allow opposing traffic on a highway divided by a physical barrier to proceed at reduced speed, but this may not be a universal in all states. Check your local DMV or traffic regulations.
This comes down to whether or not the highway is divided or not. On a 4 lane undivided highway (not counting the center lane if applicable), when the bus stops and the red lights flash, both directions must stop. However, on a 4 lane divided highway only the side of the highway that the bus is on must stop, the other side can keep on going.
Examples of divides would be grass and concrete barriers.
When approaching a stopped school bus on a two lane road with its red lights flashing you are required by law to stop your vehicle and allow the children to safely cross the street. The exception to this would be on a divided highway where a wide concrete median separates the two directions of traffic, then you only have to stop in the same direction as the bus is stopped.
If it's a school bus and has its red lights flashing and there is no concrete median in the center between the directional lanes, then all traffic in both directions must stop until the driver turns the signal off. On a divided highway with a concrete median in the center only the cars going in the same direction as the school bus must stop when it displays is alternating red lights and stop sign.
If it's a transit bus, no stopping of traffic in either direction is required.

You stop and wait until you can pass it when the bus is moving. If you pass it while it is stopped and letting kids out or picking them up, you are breaking the law.

If you meet from behind, stop far enough to allow children to cross the street in front of you and behind the bus. If you are meeting from the front of the bus, the same applies- stop far enough to allow children to pass in front of you and in front of the bus. YOU MUST NEVER pass a bus that is stopped, with their red stop sign out, and/or has their red lights flashing. These signs indicate imminent roadway crossing of children who may be unaware of your presence in the roadway. YOU MUST wait until the sign is retracted, the red lights stop flashing, and the bus proceeds on its way. ONLY THEN may you proceed on your way.
Yes, all traffic in front and behind the Bus are REQUIRED to stop. When a bus has it's sign extended and it's lights are flashing, it is either picking up or dropping off children.

In nearly all jurisdictions you are required by law to stop a reasonable distance before you reach the back of the bus (if you are approaching from the rear) or before you draw even with the front of the bus (if you are approaching from the front. Wait patiently until the red lights are no longer flashing and then proceed. A word of warning though. Stopped school buses may have just let children off the bus and said children are prone to running across the road without looking, so watch for children AFTER the bus starts moving. It may be legal to proceed, but if you hit some kid, that will be of little consolation (even if it isn't otherwise your fault).

With the key in the "on" position, turn the signal switch to the turning direction that is ***not***the problem. Check the front and rear of the car so you know which lights are flashing. Now switch the turn signal switch to the bad side and compare the lights that are illuminated (but not flashing) to the side that was working. One or more of the bulbs are out and will not be illuminated. Change that bulb (s).
Hey mate. It will be the switch on the front axle housing. Whether due to switch problem or vacuum diaphragm problem. Basically the switch is saying it's still in 4wd.
