Gently tilt the casualty's head by applying downward pressure on the forehead while gently lifting the chin upwards. That will straighten the windpipe and open the airway.

Tilting the head back via the head tilt chin lift method lifts the back of the tongue away from the airway to open it. It doesn't straighten the airway to allow air in.
