Never. 1995 Nissan altimas have 2 timing chains. Not belts.
I'm not familiar with this model. But if the water pump is driven by the timing belt that is always worth changing at the same time also it is advisable to change the belt tensioner and any belt idlers at the same time Inspect the serpentine belt change if getting worn.
