The standard desktop applications of Microsoft Word, Microsoft Excel and Microsoft Outlook will not run if you download them onto a Windows XP or Vista machine. It needs at least Windows 7.
No version of Windows automatically comes with Microsoft Office. Microsoft Office is not part of the operating system, so it is sold separately. So unless you specifically order it, or a shop is doing a deal which includes having Microsoft Office on a Windows 7 Ultimate machine, then you won't get it.
If it's not a game or graphic intensive application, you can Virtual Machine from Microsoft which is free. You can download it from Microsoft website together with Windows XP image.
It depends on what aspects you are using. Elements on the cloud are ok, but the standard desktop applications of Microsoft Word, Microsoft Excel and Microsoft Outlook will not run if you download them onto a Windows XP machine.

Use a Virtual Machine Program, such as Oracle VM VirtualBox, or Microsoft Virtual PC 2004/2007.
