VAT was first devised by a German economist during the 18th Century. He envisioned a sales tax on goods that did not affect the cost of manufacture or distribution but was collected on the final price charged to the consumer. Thus, it did not matter how many transactions the goods went through; the tax was always a fixed percentage of the final price.

The tax was finally adopted by France in 1954. Upon the formation of the Common Market in Europe (now the European Union) it was decided that one requirement of joining was the imposition of a form of VAT. In 1973 the UK joined the European Union and replaced the existing Sales Tax with VAT.

British Conservative Party Prime Minister Edward Heath presided over Britain's full entry into the European Economic Community.

Vat is an additional tax on the consumer, the more you buy the more VAT (tax) you pay. Food and other items classed as necessities are not subject to VAT. VAT only applies to sales of new goods.

VAT does not only apply to the sale of new goods but to " new goods and services"; so if you have a car repair done they charge you VAT on the final total ( which the last I knew of was 17.25% ) or the plumber or the electrician etc. All services. It is a crippling burden that was forced upon the British people along with decimalization.
