I'm taking a course called Crime and Community, and according to our professor the first modern police department in America was formed in New York City in 1845. Some authors refer to Boston as having the nation's oldest police department1, but it didn't officially become the Boston Police Department until 1854.

Unlike in England where the start of the first police agency can be credited to one man (Robert Peel) the city fathers of the various cities established their police departments. The first city police services were established in Philadelphia in 1751, Richmond, Virginia in 1807, Boston in 1838, and New York in 1845. See below link:

I'm not sure that this is a correct statement. I believe that it was either Boston or New York City that had the first established uniformed police department in the US.
The police department of which the officer belonged would be first in line. In many cases the state police are called in as well.
