Werewolves date back for as long as man can remember. Once there were wolves, there were werewolves. There is even a wolf-man mentioned in greek mythology: when a king served Zeus a soup with human flesh, Zeus turned him into a wolf-man as punishment. This was way back in the ancient times, and it was already ancient when first-century poet Odin wrote it, so clearly that supports the answer.
