They banned freak shows because people felt that having people who looked 'different' entertain people who were considered 'normal' was wrong and sad for the entertainer to have to work with such conditions.
In Michigan, it was 1931... but they aren't banned everywhere. See the related link for more information.
The first freak show was held in 1738. It was a show exhibiting novelty performances by people and other living creatures considered to be a freak of nature.
