Very possibly, Hebrews was the first book of New Testament to be written. Its theology is relatively primitive and it makes no specific mention of Jesus as the historical Jesus of Nazarus.

Another possibility is 1 Thessalonians, although a few scholars think it may have been written in Paul's name after his death.

The General Epistle of James could be substantially pre-Christian, or at least proto-Christian. Its teaching is not about the Christian faith, but about the importance of living a moral life, and the arguments for doing so are set forth as common wisdom. The source and authority for this wisdom are taken for granted by the author. Sayings reminiscent of the teachings of Jesus are not given special privilege and are not even attributed to him as their author or authority. The authorities to which the epistle appeals are the wisdom common to ancient Near Eastern ethical instruction, "the perfect law, the law of liberty" or "the royal law according to the (Jewish) scripture" (James 1:25, 2:8-12). And Jesus is only mentioned twice (James 1:1, 2:1) in what may be later insertions.

The late Dr.Henry Morris suggests that the Epistle of James was possibly the first, sometime before the Jerusalem council in 51 AD.

Some scholars believe that Paul's Epistle to the Galatians was written first (around 49-50 A.D.). Some scholars propose that I Thessalonians was written first. At any rate, these were the first two books written, both by Paul, as regards current methodology of New Testament dating.

The most important New Testament epistles were written by the Apostle Paul. Of the thirteen generally attributed to him (Romans, 1 Corinthians, 2 Corinthians, Galatians, Ephesians, Philippians, Colossians, 1 Thessalonians, 2 Thessalonians, 1 Timothy, 2 Timothy, Titus and Philemon), only seven are considered undisputed Pauline epistles: Romans, 1 Corinthians, 2 Corinthians, Philemon, Galatians, Philippians and 1 Thessalonians. Based on Acts of the Apostles, they are generally dated to the fifties of the first century, although the latest might have been written after 60 CE, while the earliest could have been written before 50 CE. If the references in these epistles to the collection for the poor are actually references to the great famine of the mid-forties, then the epistles should be dated around ten years earlier.

The letter supposedly written to the Colossians is dated sometime during the 70s. Ephesians is based on Colossians and was written during the 80s. There is almost universal consensus among scholars that the 'pastoral epistles' (1 Timothy, 2 Timothyand Titus) were written during the first half of the second century.

The epistle known as the Epistle of James is the hardest to date and parts of it may have been written at different times. The letter is not cited by name before Origen in the third century. Bart D. Ehrman (Forged) believes that James is a response to the Epistle to the Ephesians, in which case it would have been written after 70 CE.

The three Epistles of John are dated shortly after the Gospel of John, which in turn is dated to the second century. The two Epistles of Peter and the Epistle of Jude are convincingly dated to the second century.

The NT could not be printed until after the printing press was invented. The New Testament was printed first in the early 1690s. However, few people could read. In many churches, The Word was only read and interpreted by the priests.

Some scholars believe that The Epistle to the Hebrewscould be the oldest book in the New Testament, because they say that the view of Christianity in Hebrews is more primitive than in other books of the New Testament.
