Google updates its Google Earth software several times a year with a major release (3.0 -> 4.0, 4.3 -> 5.0, 5.2 -> 6.0, 6.2 -> 7.0) and or incremental release (5.1 -> 5.2, 6.0 -> 6.1 -> 6.2) at least once a year.
Google does not make public announcements in advance when an update will be released but announces when a new release is available. Google Earth as any software product will evolve of time so you can expect future updates when Google makes them available.
Google Earth 6.0 beta version was released in November 2010 then four months later in March 2011 v6.0 came out of beta followed by an update in May 2011 and another in October. Google Earth (and Google Maps) imagery content is constantly being updated and released usually twice a month but any particular area might not get an update for 1-3 years. The content is stored in Google's databases and served from their public map servers.
The new Google Earth for web also known as Google Earth for Chrome was released in April 2017.

Google Earth was first released as Google Earth 3.0 on June 28, 2005. Previously it was known as the Keyhole Earthviewer (created in June 2001), which became the basis for Google Earth after Google acquired Keyhole in Oct 2004.
Google Earth was first made available as a free downloadable app on October 28. 2008. It has been offered continuously from Google ever since it was released.
