It depends a bit on what you mean by "proceedings".

"Each House shall keep a Journal of its Proceedings, and from time to time publish the same, excepting such Parts as may in their Judgment require Secrecy; and the Yeas and Nays of the Members of either House on any question shall, at the Desire of one fifth of those Present, be entered on the Journal." - Article I, Section 5, Clause 3 of the US Constitution

Each house publishes their own Official Journals separately but although the journals contain a list of the bills and resolutions that are introduced, they do not normally include the text, nor do they include debates on the floor of Congress and testimony before congressional committees.

Although not mandated to do so by the Constitution, Congress initiated the Congressional Record in 1873. It records the debates on the floor of each House nearly verbatim, and can include undelivered remarks and documents. It does not contain "such Parts as may in their Judgement require Secrecy" including impeachment discussions, national defense discussions, and hearings involving classified information (e.g. Confidential, Secret, or Top Secret).
